"No one will take away the land from anyone. The land reform model is aimed at developing Ukrainian farming and protecting the interests of the small owners", stated the President of Ukraine V. Zelensky during a meeting with the leadership of the Parliament, Government and law enforcement agencies.

This is precisely the kind of statement that should be communicated to society in the process of land reform.


During the meeting, a list of reforms was announced, particularly in the agricultural sector. The land reform was said to be one of the top priorities. In connection with this, the President of Ukraine V. Zelensky has instructed:

  • The Government - by October 1, 2019, to draft and submit to the Parliament a bill on the agricultural land market and the abolition of the moratorium on the sale of such land;
  • The Parliament - by December 1, 2019, to adopt the appropriate laws.

At the same time, by the end of 2019, 100% of information on land plots must be entered into the State Land Cadastre of Ukraine.

Also, as part of the reform package the restructuring of the JSC “Ukrainian railways” should be prepared and carried out, particularly in order to liberalize the locomotive traction market and to increase transparency and efficiency of the activities of the JSC “Ukrainian railways”.

In addition, the President gave an instruction to develop and submit to the Verkhovna Rada of Ukraine a bill on protection of property, the adoption of which will protect the owners from illegal seizure (raiding) of their property in the future.

Previously, this year on August 29 the Parliament of new IX convocation began its work. On that day the leadership of the newly formed parliamentary committees was formed as well as the composition of the Cabinet of Ministers of Ukraine was approved.
