The Draft Law "On Amendments to Certain Legislative Acts of Ukraine on Ensuring the Fundamental Right of a Person to Life" was registered in the Verkhovna Rada (reg. No. 10313 dated May 20, 2019). More than one hundred Members of Parliament of Ukraine are the authors of the bill. The first 10 authors are G.V. Logvinsky, O.V. Opanasenko, O.P. Mushak, V.I. Brenzovich, I.M. Suslova, M. Dzhemilev, and R.A. Chubarov, I.V. Miroshnichenko, M.M. Papiev, Y.O. Pavlenko. Along with other non-governmental organizations, experts of the Ukrainian Agrarian Association took an active part in drafting the bill.

First of all, the bill is aimed at legalizing the cultivation and use of hemp for medical purposes. Cannabis substances are effective in the treatment of cancer, epileptic diseases, mental disorders and post-traumatic syndromes.

Earlier this year, in March the Verkhovna Rada Committee on Human Rights, National Minorities and Inter-nationality Relations considered an electronic petition for legislative regulation of cannabis use for medical purposes, which gathered more than 25,000 support votes. On May 15, 2019 the Committee endorsed the bill unanimously.

It should be emphasized that this bill is also important for the agricultural industry of Ukraine, as it regulates the issue of hemp cultivation on an industrial scale.

Hemp is one of the oldest industrial crops grown, particularly on the territory of Ukraine. The climate and soil of Ukraine are the most favorable for the cultivation of this crop.

Hemp is a valuable and environmentally friendly raw material for the manufacture of clothing and footwear, construction materials, etc. Hemp fiber is durable (10 times stronger than cotton and can be used in the production of all types of clothes), resistant to rotting during prolonged stay in the water, and, therefore, has long been the best material for ropes, fishing tackles, bags, tarpaulin, canvas and sailcloth. Hemp clothing and footwear have bactericidal properties and possess high durability and longevity. Hemp cellulose is also much better than raw wood for making paper. Reorientation to the industrial-scale production of hemp cellulose would reduce the scale of deforestation in Ukraine and improve the environmental situation.

For agricultural businesses this crop is also valuable because it improves the quality of the soil and is a good precursor for grain and leguminous crops.
